In Manage people window, username field does not turn red for invalid uesrname.

Issue descriptionVersion: 53.0.2761.2 (Official Build) 605ae590e7a3e805a4dda7e9487caeb06827c8aa-refs/branch-heads/2761@{#3}(32/64-bit) OS: Windows (7,8,8.1,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS) Precondition: Enable 'Material Design User Manager' from chrome://flags. What steps will reproduce the problem? 1) Launch chrome, click on avatar icon in top R.H.S and select 'Manage People'. 2) Click on 'Add person', clear the username field and observe. On clearing username, text field line does not turn red. On clearing username, text field line should turn red as empty username is invalid. This is a Non-Regression issue seen from M-51 series (Chrome version: 51.0.2674.0) Note: The above mentioned flag is available from build no: 51.0.2674.0.
