Sources panel: add `arguments` to scope

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2756.0 Safari/537.36

Steps to reproduce the problem:
1. Debug a function

What is the expected behavior?

What went wrong?
Feature request: the scope could show `arguments` for each closure.

Did this work before? N/A 

Chrome version: 53.0.2756.0  Channel: dev
OS Version: OS X 10.11.4
Flash Version: Shockwave Flash 22.0 r0
 
If you have used arguments in that function, then you can see it in the Scope panel.

(function(){debugger;arguments})(1,2,3)
Thanks for that. The common case is you haven't used it in the function, but you want to see it in Scope for debugging purposes.
