Regression: Texts are seems to be chopped on 'Restore Pages' bubble for Hindi language.

Chrome Version: 53.0.2761.2 (Official Build) 605ae590e7a3e805a4dda7e9487caeb06827c8aa-refs/branch-heads/2761@{#3} 32/64-bit.
OS: Windows(7,8,10).

1. Launch chrome, change browser language to Hindi from chrome://settings/addLanguage and restart the chrome.
2. Crash the chrome using chrome://inducebrowsercrashforrealz, relaunch the chrome and observe the 'Restore Pages' bubble.

Texts are seems to be chopped on 'Restore Pages' bubble.
Texts should seen properly on 'Restore Pages' bubble.

This is a regression issue, broken in M-43 series, below is bisect info.

Good build: 43.0.2329.0 
Bad build: 43.0.2330.3

43 sounds correct, it just took us a long time to notice this regression. FWIW I can't repro on Linux. If this bug still exists, msw@ is a better/more relevant owner.
