[LBS] fails on beta version

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2756.0 Safari/537.36

Steps to reproduce the problem:
Hello Chromium,

LBS fails to redirect URLs in url_list with error (have a look at the screenshot). FYI I use this redirection everyday since more than one year.

What you have to know is that I use the Development Channel (53.0.2756.0 dev-m). I was able to confirm this defect on another workstation also linked to the Developpement channel.

Obviously, I also did a test on different workstations linked to the Stable (50.0.2661.102 m) or the Beta channels (52.0.2743.24 beta-m). I can confirm that everything works fine on those channels.

For the record, I also tried using the canary version (53.0.2761.0 canary (64-bit)) . I did not reproduce the problem on this channel neither.

So to summarize, the LBS redirection does not work on the beta channel.

@msrchandra There is no specific url. I am able to reproduce with any url in the url_list.
BTW Just in case you missed it, this issue is only on the dev channel.

Oups ... the title of this defect should have been "[LBS] fails on dev version" ...NOT Beta...Sorry about that, my mistake!

Verified the issue on Latest Canary# 53.0.2766.0 and was not able to reproduce the issue.
Navigated to many URLs and was able to access without any error.
Could you please re-check on latest canary and update the issue.

@msrchandra As I said earlier, the Canary version does not have the issue...only the version coming form the dev channel have the issue.

@frleduc -- Thank You for the update but no luck.
Navigated to "https://www.google.com/chrome/browser/desktop/index.html?extra=devchannel&platform=win64" and installed Chrome Version 53.0.2763.0 dev-m (64-bit), surfed with the mentioned version for about one hour and could not see any error.
Accessed various sites (including large image sites, slow loading sites, etc.,) and was able to load the sites without any error as mentioned in the issue.

One more thing...Did you notice that this issue is about url redirection using LBS (Legacy Browser Support)?

@frleduc -- Did not observe the LBS (Legacy Browser Support) after installing the version mentioned in Comment#7.
Could some on from Dev team please look into the issue and provide confirmation.

@msrchandra I am not sure of the test you did, so let me be more specific about how to reproduce this issue:
  * have a chrome version coming from "dev" channel
  * have the Google Legacy Browser support extension installed in this browser
  * configure the Legacy Browser Support in order to redirect a url to Internet Explorer (as an example, let's say the domain to redirect is "www.washingtonpost.com"). To configure this, ensure the "url_list" policy contains www.washingtonpost.com . Once it is done, you can check it by accessing to "chrome://policy/"
  * then access to http://www.washingtonpost.com. This url should be redirected to MS Internet Explorer. This is the normal behavior.
  * Instead of that, no redirection is done and I get and error (see screenshot attached).
  
I was able to reproduce this issue on several workstations linked to the dev channel.
Works fine on stable, beta and canary channel. Only the dev channel has got the issue.

Hi,

I have got a new element that could be determinant for your searches.

Since canary is in version 53, then the problem is also present on the canary version.

Then to summarize:
  - dev (53) and canary (53) got the issue
  - stable (51) and beta (52) do the redirect properly

The problem with the extension "Legacy Browser Support" (LBS) now occurs also on the Beta Channel of Chrome (53.0.2785.34 beta-m). All LBS redirections on this version of Chrome does not work!

On the other hand, the extension now works on the Canary Channel (54.0.2813.0 canary).

Can you reproduce the problem and look to fix it?

We hope that the problem will not occur on the Stable Channel of Chrome because we use the "Legacy Browser Support" to manage our internal applications not compatible with Chrome.

Hello again,

This problem looks to occur randomly.
On my box, I do have this issue on Canary version.

By the way, I have just found that at least two others people got the same kind of issue:
  -  Issue #637261  - LBS extension is getting blocked, not redirected to IE
  -  Issue #625751  - LBS not switching from Chrome to IE

The #637261 looks to me as a kind of confirmation of what I found in last June.

Very soon, the problem will occur in the stable channel and then, I guess many people will complain.
