Screen doesn't change orientation when an external HDMI monitor is attached (in mirrored mode)

Issue description

What steps will reproduce the problem?
1.insert APPLE HDMI cable and change to mirrored mode
2.click the settings bar to select "Mirroring to SONY TV (or whatever monitor is attached)"
3.change device orientation to 90 or 180 or 270 degrees

What is the expected output?
The screen orientation changes

What do you see instead?
The screen orientation on the device (and on the external monitor) does not change

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always

[Note] This doesn't happen in extended desktop mode


This bug did *not* occur on the Samsung Chromebook (using an old image):
version 49.0.2623.23 dev
Platform 7834.9.0 (Official build) dev-channel peach-pi Firmware Google_Peach_Pi.4482.94.0

However, it does occur on the following version:
Samsung version 50.0.2651.0 dev
Platform 7930.0.0 (Official build) dev_channel peach_pi Firmware Google_Peach_Pi.4482.94.0

We recently re-tested this, and it still occurs on the following version:
Samsung 8350.14.0 (Official Build) dev-channel peach_pi

It is also occurring on other platforms.


Per Oshima: I can rotate using shortcut. Looks like settings UI issue. stevenjb@, can you look into it?

This works in the new UI, slated for M54.

Unfortunately we were unable to prioritize this earlier, I don't think it is worth trying to fix for 53 or earlier, since it is an edge case with workaround (using crtl-shift-refresh).
