Issue descriptionOn both: Chrome Version: 50.0.2661.104 Chrome OS Version: 7978.76.0 Chrome OS Platform: samus & Chrome Version: 53.0.2749.3 Chrome OS Version: 8377.0.0 Chrome OS Platform: veyron_minnie Steps To Reproduce: (1) Search key => Search window (2) Select "All Apps" (3) Click & drag "Files App" icon to shelf (4) Move icon low on shelf such that top of icon is below top of shelf (5) Move icon back and forth => See attached screen recording. Expected Result: No blue dot follows icon. Actual Result: A blue dot follows icon. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Always. (Also, this is not limited to Files App; other apps icons have similar shadows). What is the impact to the user, and is there a workaround? If so, what is it? A bit of polish. yiyix@, can you please take a look? I can see it reproducible on a desktop build so it is not hardware dependent and doesn't seem to be a recent regression (reported as far as M-50). Note that to repro it you need to drag the item from the app list (launcher); dragging an item already in the shelf doesn't let it drop below the shelf which is where you see the bug. Finally it is not specific to the Files app either, you can see it with almost any other app (might be dependent on the icon shape and size).

Pixel 2 shows the blue dot just in the shelf on drag but can still be fixed!

Adding behavior viewed too with a red dot for Google My Maps, Google Drawings and Play Movies. And the blue dot in the shelf for Google Docs. A gray dot for Google Calendar
