"show drafts" in Publish dialog doesn't show drafts

1. have an issue with two patch versions
2. add a draft to the 2nd (most recent) version
3. hit Publish or type 'm' or navigate to /publish or whatever
4. click "Show Drafts"

Expected: draft shows
Actual: button because "Hide Drafts" but no drafts show

on the cr-issue-publish-dialog, issue.draftPatchsets is an empty array

but issue.patchsets[1].draftCount is 1

Status: WontFix (was: Untriaged)
Rietveld is currently in maintenance mode while we transition to Gerrit. A broader announcement will be made shortly. Drafts are shown properly in the Gerrit UI when publishing. Marking as WontFix.
