Network scan UI always scanning when the network panel is open. |

Issue descriptionChrome Version: <From about:version: Google Chrome 52.0.2743.28> Chrome OS Version: <From about:version: Platform 8350.19.0> Chrome OS Platform: <Samus> Network info: WiFi Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) Login and open network panel by clicking on the bottom left WiFi icon --> network name Expected Result: Network scan should trigger every few seconds (5 sec) when the network panel is open. Actual Result: Network scan UI shows always scanning How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) ALways What is the impact to the user, and is there a workaround? If so, what is it? Please provide any additional information below. Attach a screen shot or log if possible.

With 8743.8.0 with Daisy, when open the network from login screen, the network scans continuously instead of every 5 seconds.
