UDL 3.0 Support for non-Broadwell devices

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8350.14.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.19 Safari/537.36
Platform: 8350.14.0 (Official Build) dev-channel candy

Steps to reproduce the problem:
1. Plug external monitor into USB 3.0 docking station with UDL 3.0 support (Dell D1000)
2. Plug docking station into Chromebook via USB 3.0 port
3. 

What is the expected behavior?
Chromebook should detect the monitor through USB docking station and extend the display

What went wrong?
Chromebook does not detect the monitor or extend the display.

OS Version: 8350.14.0
Flash Version: Shockwave Flash 22.0 r0

  Issue 572763  marks this as 'Verified', but comments suggest it's only been implemented for Broadwell-based devices.

Now working on 8743.4.0 (Official Build) dev-channel candy
