REGRESSION: Rubber-banding getting stuck when the gesture ends outside of the web content area.

Issue description

Version: 53.0.2760.0 canary
OS: Mac OS X 10.11.5

What steps will reproduce the problem?
(0) Update Canary to 53.0.2760.0
(1) Navigate to https://www.google.com 
(2) On trackpad two-finger swipe right until the rubber-band arrow appears on the left 
(3) Without loosing trackpad, press Command+t to open a new tab
(4) Release trackpad and go back to the original tab

What is the expected output?
Rubber-band arrow should disappear.

What do you see instead?
Rubber-band arrow is stuck, and whenever you open a new tab A, switch to another tab, then switch back to A, the page becomes blank.

Status: Fixed (was: Assigned)
This was reverted.  I'll verify that this bug is fixed when relanding.
