OOPIF-based-WebView: Drag and Drop

Issue description

Version: 53.0.2761.0
OS: All

What steps will reproduce the problem?
(1) Run Chrome with the "--use-cross-process-frames-fro-guests" flag.
(2) Open the Chrome sign-in page: chrome://chrome-signin/
(3) Highlight some text and try to drag it into the "Enter your email" text field (and drop it).

What is the expected output?
I expect that text to be inserted into the field. I also expect the green "+" icon to appear over the mouse pointer to show that a drop is possible into the field.

What do you see instead?
Nothing happens.

This works without the "--use-cross-process-frames-fro-guests" flag.

No rush on this for M56, but I'm curious what else needs to be done for the webview case, since it looks like this bug still repros in 57.0.2928.0.
