devtools feature request: record gifs with device hardware

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2757.0 Safari/537.36

Steps to reproduce the problem:
@rrkhayat on twitter had the good idea of extending the "capture screenshot with hardware" (see https://twitter.com/kaycebasques/status/738804397732306944)  feature to be able to record gifs

What is the expected behavior?
On the Device Mode UI, there should be a record button, or a record shortcut. When you press the button it starts recording your interaction with the device. When you press the button again it stops the recording and exports the video as a GIF (or whatever format is best). 

What went wrong?
Nothing... this is a feature request...
