winx64_10_perf_cq is failing

This is preventing people from landing benchmark patches (e.g. https://codereview.chromium.org/2030343002/).

Not sure if this is related, but the but doesn't show ranges for commits. See the attached example (from https://build.chromium.org/p/tryserver.chromium.perf/builders/winx64_10_perf_cq/builds/227).
