The `mailto` handler at chrome://settings/handlers gets set to `none` after restart.

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.79 Safari/537.36 Steps to reproduce the problem: 1. Set something to handle a `mailto` link. 2. Reset the browser. 3. No more worky. What is the expected behavior? I expect this to stick around after a restart. What went wrong? It opened Mail.app instead of inbox.google.com. It was terrible. Did this work before? Yes I have no idea. Chrome version: 51.0.2704.79 Channel: stable OS Version: OS X 10.11.5 Flash Version: Shockwave Flash 21.0 r0 Nope.
