[CVox Next] Make the orange in menus darker to improve contrast

Issue description

OS: Chrome 

What steps will reproduce the problem?
(1) Enable ChromeVox Next
(2) Press Search . to enable the menus along the top of the screen
(3) Notice the white text on orange background 

Let's make the orange slightly darker shade to improve the contrast ratio. Currently, the white text is a bit hard to read -- can't hurt to make this contrast extra strong.
