Add remove from dictionary to words in the custom dictionary

Project Member Reported by hunterking@google.com, Jun 6 2016

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.47 Safari/537.36

Steps to reproduce the problem:
1. Accidentally click "Add to dictionary" on a misspelled word
2. Left click on the newly added misspelled word

What is the expected behavior?
A menu item in the context menu allows you to remove the misspelled word from the custom dictionary.

This menu item should pop up if the word under the cursor of a right click isn't highlighted or if only a single word is highlighted.

What went wrong?
No way to remove misspelled words recently added to the custom dictionary. The user should be able to take a similar from adding a word when they want to remove a word.

Did this work before? No

Chrome version: 51.0.2704.47 Channel: beta
OS Version: 3.13.0-83-generic
