[CVox] Need a spoken alert when user enables capslock

Issue description

OS: Chrome

What steps will reproduce the problem?
(1) Enable Chromevox (classic or next) 
(2) Press Alt Search to enable capslock 
(3)Type into an input field

What is the expected output?



What do you see instead?
The intonation of the voice changes to tell users they are typing in caps, but to some less trained users, this may be very difficult to hear. I think it would be helpful to add a spoken alert when Alt Search is pressed to say "capslock on, press shift to deactivate" or just "capslock on" if we are worried that's too verbose. I think it's not super intuitive that you have to press shift to deactivate, instead of Alt Search again, which is why I might vote to include that context if a user accidentally pressed the key combo Alt Search.

Similarly, when the user deactivates capslock, we should speak "capslock off". 
 
Quick clarification here -- actually, the toggle of pressing Alt Search does work to disable capslock, in addition to pressing shift. So, I'm less concerned about adding that to the alert. Let's just make the alerts "capslock on" and "Capslock off".
