Bookmarks up & down arrows doesn't go away when on first item & last item respectively

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.79 Safari/537.36

Steps to reproduce the problem:
1. Open up chrome and click on customize and control google chrome icon and go to bookmarks
2. Click on other bookmarks and go to the first bookmarks item
3. Up arrow doesn't go away implying that there are some more bookmark items on top of it.

What is the expected behavior?
Up & down arrows should go away when user is on the first & last bookmarks item respectively. 

What went wrong?
I was on the first bookmarks item and I was still hovering over and clicking on the up arrow thinking that there are some more items on top of it since the up arrow was still visible.

Did this work before? No 

Chrome version: 51.0.2704.79  Channel: stable

Able to reproduce the issue on Windows 7, 10, Mac 10.11.5, Ubuntu 14.04 using 51.0.2704.79, latest stable 51.0.2704.84, canary 53.0.2761.2 as per steps in comment #0.

This is non regression issue seen from M-30(30.0.1549.0).Hence, marking it as untriaged.

Could anyone from dev team look into this issue please.
