Clicking and Dragging Scroll Bar in Object Tag Snaps back to some position

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36 Steps to reproduce the problem: 1. Unzip the attached file (ChromeBug.zip) 2. Open Chrome Bug.html using Chrome (I'm using 50.0.2661.102 m) 3. Click and drag the scroll bar for the object frame. What is the expected behavior? The object frame scrolls as you drag the scroll bar. What went wrong? The object frame does not scroll as you drag the scroll bar. In fact, it puts it into a state that is seemingly unrecoverable until you reload the page. It appears that the scroll bar still thinks that the mouse button is down and is being dragged around when it actually is not. Did this work before? N/A Chrome version: 50.0.2661.102 Channel: n/a OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 21.0 r0

Attached a video showing this in action. Clicking and dragging the scroll bar is when the scroll bar doesn't move. When I let go of the left mouse button is when things really start acting strange.
