Non-Regression: Landscape and portrait screen options are not applied when device is Nexus 5X in Parrot device

Issue description

Version: 53.0.2759.0/8418.0.0 (Official Build) dev-channel parrot
OS: Chrome OS

What steps will reproduce the problem?
(1)Launch Chrome >> Navigate to NTP Page >> Open devtools and Emulate with Nexus 5X.
(2)Select any of the screen options (Portrait/Landscape-Navigation bar or Keyboard)  and observe

Expected: Navigation bar keyboard should be seen when Nexus 5x is selected.
Actual: Instead black blank space is seen in place of navigation bar/keyboard.

This is a Non-regression issue as same behavior is seen 50.0.2661.103/7978.74.0 (Official Build) stable-channel parrot.

NOTE:
1.Issue is working fine in Linux and windows.
2.Issue is also working fine with same version[53.0.2759.0/8418.0.0] on gnawty and spring

@dgozman: Please confirm the issue.

I think this is ChromeOS-specific. Could you please repeat the following:
- open devtools for NTP, undock it;
- open devtools for devtools by pressing Ctrl+Shift+I, go to network panel there;
- in first devtools select Nexus 5X, then choose landscape navigation bar;
- in second devtools network panel find requests starting with google-nexus-5x-....;
- click on requests and take a screenshot of the "Headers" tab to the right (make sure it's large enough to see the most of "Request URL").
