Steps to reproduce the problem:
1. Make sure you have the latest Android Webview Update on your phone(50.0.2661.86 on my Lollipop Android phone)

2. Use a select tag with an ng-model, ng-option, for example,

<select ng-model="itemcode" ng-options="item.Product for item in items" ng-change="focusQty()">
    <option value="" selected>Click here to select an item</option>
</select>

3. Click on one of the options.

What is the expected behavior?
When you try to select the one of the options, the first time it fails. It does not select. The second time you attempt, it selects. If I have an additional ng-change attribute in the tag, the issue keeps resonating. Like the 3rd attempt fails, 4th attempt works, 5th fails, 6th works.

What went wrong?
I had updated the latest Android Webview on some android phones, and I didn't update for a couple of phones. I faced this issue on the ones that had the updates, and the others selected the options easily. I uninstalled the Webview and tried again, and they worked as well. There is some bug in the view that is showing this issue.
