Non-Regression: Delete icon is seen not enabled for the captured image in Chrome://settings/people

Version: 53.0.2759.0/8418.0.0 (Official Build) dev-channel daisy_Spring, Parrot, Gnawty

What steps will reproduce the problem?
(1) Sign in to user>> go to settings>> go to people>> click on change>> click on camera>> click on take a photo>> and observe

Expected: Delete icon should be enabled under the captured image (Refer screenshot)
Actual: But nothing is seen under the captured image

This is a Non-Regression issue as same behavior is seen in M50: 50.0.2661.103/7978.74.0 stable-channel Daisy as well

Issue is not applicable to Linux and Windows

Note: Delete icon is getting enabled for the second time on doing the same operation

Able to reproduce the issue on Gnawty using chrome version 53.0.2759.0/8418.0.0

We should make sure this is not an issue in the new Settings UI, I think we can safely ignore it in the current UI.

I can confirm that the old UI is confusing, but that the new UI does not have this problem.

We're not going to update the old UI though. The new UI should be released in a few months.
