Non-Regression: 3 dot menu is not center aligned inside ripple when language changed to Arabic.

What steps will reproduce the problem?
(1) In OOBE screen change language to Arabic >> Open Files app >> Click on 3 dot menu and observe ripple effect.

Expected: 3 dot menu button should be center aligned inside ripple on clicking it.
Actual: Instead button is not center aligned inside ripple.

NOTE: 1.This woks fine when language is English.
2. when focused 3 dot menu using tab alignment is proper. Issue is seen only when clicked.

This is Non-regression issue as same behavior is seen in 47.0.2526.106/7520.63.0 stable channel daisy.

@fukino: Please confirm the issue.

Able to reproduce the issue on Gnawty using chrome version 53.0.2759.0/8418.0.0
