Regression : Unwanted white horizontal lines are seen after mouse hover over the download button in www.mutetab.com.

Issue descriptionVersion: 53.0.2760.0 851eb42016eeca7ac932921164bb1fdb3a5844b3-refs/heads/master@{#397956} (32/64-bit) OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) URL : http://www.mutetab.com/welcome.html# What steps will reproduce the problem? 1) Launch chrome and navigate to above url 2) Now scroll down the page to bottom end and you see a blue 'Download' button. 3) Now hover the mouse over the 'Download' button and move the mouse cursor over and out the 'Download' button and observe the download button Actual : Unwanted white horizontal lines are seen after mouse is hovered(mouse cursor is moved over and out) over the download button. Expected : Unwanted white horizontal lines should not appear after mouse is hovered(mouse cursor is moved over and out) over the download button.
