What steps will reproduce the problem?
1) Launch chrome and navigate to above url
2) Now scroll down the page to bottom end and you see a blue 'Download' button.
3) Now hover the mouse over the 'Download' button and move the mouse cursor over and out the 'Download' button and observe the download button 

Actual : Unwanted white horizontal lines are seen after mouse is hovered(mouse cursor is moved over and out) over the download button.
Expected : Unwanted white horizontal lines should not appear after mouse is hovered(mouse cursor is moved over and out) over the download button.

This is a regression issue broken in 'M-51' and below is the manual regression and Narrow bisect info:
Good build : 51.0.2678.0
Bad build : 51.0.2679.0
