Internal pdf / Hangouts App crashes on touchscreen event after attempted scroll

Chrome OS Platform: veyron_minnie

Steps To Reproduce:
(1) go to: http://www.intel.com/content/dam/doc/datasheet/io-controller-hub-6-datasheet.pdf
(2) 2-finger scroll on trackpad
(3) Use touchscreen to scroll or pinch/zoom

Expected Result:

Page Scrolls or zooms

Actual Result:

Always.

What is the impact to the user, and is there a workaround? If so, what is
it?

Sad macs make me sad.

What is common between the internal .pdf viewer and the hangout app?
