Steps to reproduce the problem:
1. Load a page which can scroll,  go half way
2. Click anywhere on the page
3. Scroll

What is the expected behavior?
Normal scrolling behaviour

What went wrong?
Page would inconsistently "bounce" in a random direction (up or down),  or would completely reset to the top of the page.

Did this work before? Yes A few weeks ago,  I'd say Chromium 50 at the least.

Chrome version: 51.0.2704.79  Channel: stable
OS Version: 4.5.4-1-ARCH
Flash Version: n/a

Its totally killing my work flow,  and I've verified this on a clean install of chromium, no extensions.
