Fullscreen not working, issues playing flash games. Sometimes fullscreen keeps showing tabs at top.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.79 Safari/537.36

Example URL:
www.youtube.com 

Steps to reproduce the problem:
1. It's random
2. Playing a specific flash game has minor glitches now
3. 

What is the expected behavior?
Glitching, fullscreen not working in youtube for example and tabs at the top still being visible.

What went wrong?
Described above.

Did this work before? Yes About a week ago for the flash game, about a monthfor fullscreen.

Is it a problem with Flash or HTML5? Flash

Does this work in other browsers? Yes 

Chrome version: 51.0.2704.79  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

Unable to reproduce the issue on Windows 7, Mac 10.11.5, Ubuntu 14.04 using 51.0.2704.79, latest stable 51.0.2704.84, canary 53.0.2761.2 as per above steps.
Not observed any glitching while playing flash game and tabs at the top are not visible in full screen mode in youtube.

i had the same issue on my laptop tried everything from reinstalling , cleaning the profile ,  switching profile , removing all extensions and still havent fixed it to this day so i just decided to go for opera , and when i came to my parents in the holiday , the pc also has this issue .
ive seen many bug reports on the same issue , and you still havent been able to fix it after like what? half a year?
