Fullscreen video randomly stops working. Restarting Chrome fixes it

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.79 Safari/537.36

Example URL:
https://www.netflix.com

Steps to reproduce the problem:
1. watch a video on Netflix
2. use Netflix's fullscreen button to switch to fullscreen

What is the expected behavior?
should work and go fullscreen

What went wrong?
At random times, every once in a while, it starts to SYSTEMATICALLY FAIL, that is, the fullscreen button does absolutely nothing. F11 doesn't work either (but it does on other pages). No errors show up in the javascript console.
Reloading the page doesn't fix the issue. Ctrl+reloading the page doesn't fix the issue. 

RESTARTING CHROME DOES fix the issue. Which is why it *can't* possibly be an issue in the page. Even if there was an issue in the page, there's no way there could be any difference between reloading the page and restarting chrome.

LOL no, sorry. That would prevent me from watching my favourite series if you happen to be testing at the same time.

I have observed a similar issue on YouTube a couple of times.

YouTube's fullscreen button, instead of making the video truly fullscreen, would just make it expand to the size of the whole tab, but the tab itself wouldn't go fullscreen. See the screenshot.

Restarting Chrome fixed the issue.

It seems likely to me that this is the same issue. On netflix, the video already occupies the whole window when not in fullscreen, so that's likely why the fullscreen button would appear to do absolutely nothing, while on YouTube it does expand the video but does not go fullscreen.
