Horizontal Scrolling stopped working

Issue description

Horizontal scrolling stopped working. It worked for a brief moment on fresh install, but for some reasons it won't work anymore with my Logitech MX Master mouse. It works flawlessly on Firefox.

Chrome Version (from the about:version page): Version 50.0.2661.102 Ubuntu 16.04 (64-bit)
Is this the most recent version: yes
OS + version: Ubuntu 16.04 (64-bit)
CPU architecture (32-bit / 64-bit): 64-bit
Window manager: Unity

hendraanggrian@ Thanks for the issue.

Unable to reproduce the issue on windows 7, Linux Ubuntu 14.04 using chrome version 51.0.2704.79.Able to scroll the page horizontally without any issues.

Request you please try the issue by upgrading chrome to latest stable 51.0.2704.79 and update the thread if the issue still persists.

hendraanggrian@, could you attach the output of `xinput --list --long`. As well, run `xev` and horizontally scroll in the window it opens and attach the output.
