ChromeOS and cheets image out of sync.

Recording for posterity. A change was submitted to ChromeOS that required a matching change to the cheets image. This left ChromeOS broken until the android PFQ passed.

However, the PFQ couldn't uprev to the new image until the ChromeOS CL was submitted.

We don't support synchronized uprevs across PFQs (Android or Chrome). It is possible to fix this by having some way to submit a CL for PFQ testing instead of CQ testing, but it's a rare condition, so we are unlikely to ever implement this.
