Steps to reproduce the problem:
1. Sign in to Gmail
2. Click on your avatar in right top corner.
3. Click on Manage accounts button.
4. You'll see «Choose an account» page (https://accounts.google.com/SignOutOptions?hl=en&continue=https://mail.google.com/mail&service=mail), click again on Manage accounts.
5. You'l see balloon with your avatar, click on «Add account for…» link
6. You'll see «Sign in to Chrome» window, with already focused on type field, I try to type, nothing happens.
7. I try to manually set a focus on email field and to type, nothing happens.

What is the expected behavior?
I can type my email.

What went wrong?
You'll see «Sign in to Chrome» window, with already focused on type field, I try to type, nothing happens.
I try to manually set a focus on email field and to type, nothing happens.

Actually, none of the elements of «Sign in to Chrome» window (Next, More options, Need help finding your account) are active and interact with user actions.
