Down arrow (or pagedown, spacebar, etc.) not functional on initial Polymer WebUI page load

What steps will reproduce the problem?
(1) Open chrome://md-settings or chrome://downloads
(2) Press one of [Space, PageDown, ArrowDown]

What is the expected output?

The page scrolls down.

What do you see instead?

Nothing happens.

Initially assigning to dbeam because downloads.

the scroll target is not body so I don't really care if this works

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.

The search box within the toolbar is focused on purpose, so I think having arrows/space/page-down,up not working is WAI.
