MD Settings: CrOS, Changing system language, no restart button visible.

In the old Options when the user decides to change the system language, a message prompting the user to relaunch is immediately visidle (see restart_button_visible.mp4).

In the new Settings, the restart button is not visible, unless the user knows that it is hidden behind an extra click, see no_restart_button_visible.mp4.

How is the user supposed to know that the "restart" button is hidden behind an extra click? It seems that the button should become immediately visible just like the old options.

Should we show a "Restart" message as a toast whenever it's required to apply changes? I remember discussing that behavior before, so do we already use it elsewhere?
