Trackpad scrolling keeps resetting to the top

Project Member Reported by smut@chromium.org, Jun 3 2016

Issue description

Version: 51.0.2704.63 (64-bit)
OS: Goobuntu Trusty

What steps will reproduce the problem?
(1) Find a webpage with some element that has its own scrollbar
(2) Move the cursor inside using a laptop trackpad
(3) Move your finger along the right side of the trackpad and scroll down a bit (e.g. half way to the bottom)
(4) Click outside the element
(5) Move the cursor back inside
(6) Try to scroll down again (do not scroll up)

What is the expected output?
Element scrolls down from wherever it was (e.g. from the half way position)

What do you see instead?
Element first resets all the way to the top and then begins scrolling down (i.e. previous scroll position was lost)

This didn't used to be the case. I have not touched trackpad- or OS-related drivers, Chrome is the only thing that has updated. I can't remember the last good version. It worked on M49 but I forget if it worked on M50 or not.

This happens to me as well with M51 on the <body> element.

e.g.:
Go to plus.google.com
Scroll through my timeline
Interact with some element
Continue scrolling
The scroll position first resets to the very top of the page (as if I had pressed the "Home" key) before scrolling

Tested on both Linux and CrOS. CrOS doesn't have the same issue. I also don't see this on my Windows machine at home, but I don't know offhand whether it's running M50 or M51.

Reproduced on Version 51.0.2704.84 (64-bit) and 52.0.2743.33 beta (64-bit) on Goobuntu Trusty.

I have tracked this bug down multiple pointing devices, specifically a synaptics touchpad with a mouse/trackpoint.

Just load any long page, scroll on touch pad, click on a mouse button, scroll again on touchpad and page jumps to starting position of first scroll.

Happens a lot on X1 Carbon because the physicall button is actually from the trackpoint device, which uses the evdev driver. The touchpad use the synaptics driver.

I have also reproduced this bug on my desktop workstation with Logitech T650 touchpad and a USB mouse.

I have Lenovo X1 carbon 2013 series, with both versions I tried, Chromium 51.xx.xx and 52_xx.xx I have an annoying problem with the scrolling touchpad that makes web browsing unusable, when I open a new page and hill only two fingers on the touchpad, takes me immediately after half to end of the page, if i watch a video on facebook when I click on the video brings me back to top and then I have to go again to scroll to find the open video. Please solve this problem, I had to go back to chromium version 50 that is free from the problem. As long as you do not solve the problem, I have to stay with the version 50.
