Issue description

Mash wallpaper picker doesn't hide inactive windows.

(1) Open chrome --mash
(2) Right click desktop
(3) "Set wallpaper..."

Actual: The open Chrome, etc. window(s) are still visible.
Expected: Inactive windows are hidden to show the desktop wallpaper.

The're stubbed out for now because they rely on an ash::Shell instance in Chrome.
