Steps To Reproduce:
(1) Connect to Ethernet
(2) Disconnect Ethernet 
(3) Open the Network in the UI tray (bottom left) or chrome://settings 

Expected Result:

Ethernet option should not show up in UI tray or chrome://settings

Actual Result:
Ethernet option is visible even when not connected to any wired connection. check attached screenshot 

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always. Only cheets and ARC++ builds

What is the impact to the user, and is there a workaround? If so, what is
it?
No Impact. Can be confusing for the user.
