ItemChooserDialog should use shadows to indicate that the list can scroll

Split out of  issue 614300 . The current suggestion from there is to try copying FadingEdgeScrollView and replacing ScrollView with ListView. We should probably get it to look like a "waterfall" from https://www.google.com/design/spec/components/toolbars.html.
