Negative margin should require a paint layer

Negative margin can cause overlap with composited layers so we need to require a paint layer to detect and promote an overlapping layoutobject.

We were chatting about this for a simple case but I just realized this is extremely complicated in general because a negative margin can cause any following elements to overlap as well (even in parents).
