Native digits are not used in Extension Install dialog

Issue description

Version: 53.0.2758.0

What steps will reproduce the problem?
(1) Set language to one with non-Arabic numerals (e.g., Bengali, Marathi, Persian)
(2) Try to install a Chrome extension from a third party website (e.g., go to www.getadblock.com, click the big blue "GET ADBLOCK NOW!" button).

What is the expected output? What do you see instead?
The counts of ratings and users should use language-specific glyphs.  Instead, numbers are always in Arabic (see attached screenshot).

I think this one is "won't fix".  Fixing the ratings count would be easy, but the localized user count is a string that comes directly from the web store (via json).   The problem is that it's not necessarily an exact value, but may be something like "10,000,000+" (see previous screenshot).  Unfortunately, CWS doesn't localize their numbers, as can be seen here:

Even though Bengali uses non-Arabic numerals, numbers on Bengali CWS appear as Arabic.  Behavior is inconsistent across Google sites.  Google Search uses localized numbers (hits, response time), but YouTube does not (hits, views).  We can't reasonably fix this issue unless CWS fixes theirs, so I think we'll just let this one go.
