Cannot run full screen when inactive

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
1. Use two monitors on Mac
2. Open one Chrome window on each
3. Set the first window to not full screen and the second to full screen
4. On the first screen click on the desktop (finder)

What is the expected behavior?
The second monitor stays full screen with no address bar

What went wrong?
The second monitor shows the address bar and it is halfway off the screen

Did this work before? N/A 

Chrome version: 50.0.2661.102  Channel: n/a
OS Version: OS X 10.11.5
Flash Version: Shockwave Flash 21.0 r0

Can you attach screenshots of the address bar being off the screen?

Sorry, I cannot reproduce this any more, and it appears to be website-specific. Closing issue.
