Drang and Drop broken (no 'dragover' event) despite using setData()

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.63 Safari/537.36

Steps to reproduce the problem:
1. go to http://jsfiddle.net/G9mJw/20/
2. drag red rectangle over dotted square

What is the expected behavior?
text above red square "dragover triggered 0 times" should change counting dragover events

What went wrong?
text doesn't change, no dragover events are captured.

Did this work before? N/A 

Chrome version: 51.0.2704.63  Channel: n/a
OS Version: 51.0.2704.63 (64-bit)
Flash Version: 

1.) interestingly, when dragging over a red square from a firefox instance (cross-browser), dragover events are being registered.

2.) this occurs on my archlinux box with the mentioned chromium version and my collegues gentoo box who uses the google-chrome binary

3.) could this somehow be linux X11 or WM related (clipboard?)

I'm going crazy over this one... out of ideas.

sorry for screwing up OS version, it's archlinux kernel 3.19.1, updated system today (2016/6/3)

new info: this occurs only when "notion" window manager is running. When I kill it, the expected behaviour is exhibited.

created an issue on notion github: https://github.com/raboof/notion/issues/19
please note that this issue only occurs in chromium, not firefox... so maybe don't close this yet.
