Feature request: API for updating force installed extensions on a Google Apps domain

Issue description

Feature description: Make it possible for the domain admin to update force installed third party extensions via an API directly from an application instead of copying the URLs and IDs for each organization unit.

Current situation (step by step):

1. Copy URL and ID from a third party application
2. Login to the Google Admin console
3. Navigate to Device Management => Chrome Management => User Settings
4. Pick an organization unit and scroll down to "Manage Force Installed Apps"
5. Paste the URL and ID

Wanted situation:

1. Generate URL and ID in a third party application
2. Automatically update the force installed extensions list from the application itself via an API

Note: Third party application already has the permission to access organization unit data via the Google Directory API.

I think this is sort more an enterprise/management feature request than an extensions one (I don't think any code in the extensions system would change; we'd still get the list of items to force-install from the same infrastructure in chrome), so changing labels to reflect that.
