Issue descriptionChrome Version: 53.0.2749.3 Chrome OS Version: 8377.0.0 Chrome OS Platform: veyron_minnie Steps To Reproduce: (1) go to: http://www.intel.com/content/dam/doc/datasheet/io-controller-hub-6-datasheet.pdf (2) 2-finger scroll Expected Result: Document scrolls. Actual Result: Document doesn't scroll. https://feedback.corp.google.com/#/Report/9507330448 Or sometimes it scrolls really really laggy. Or sometimes I see unhappy mac face: https://feedback.corp.google.com/#/Report/9251207653 How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Always What is the impact to the user, and is there a workaround? If so, what is it? Can't scroll (or at least very difficult to scroll) .pdf doc. Please provide any additional information below. Attach a screen shot or log if possible.

For "sad mac", I've created separate issue 617487 . Let's use this issue just for the "no scroll, only fling" symptom for now.

Looks like the Google Hangouts WebApp has the exact same symptoms: https://feedback.corp.google.com/#/Report/9700464847 What is common between the internal .pdf viewer and the hangout app?
