Internal pdf / Hangouts App doesn't scroll, it only *flings* (ie, page only moves after lifting fingers from trackpad)

Steps To Reproduce:
(1) go to: http://www.intel.com/content/dam/doc/datasheet/io-controller-hub-6-datasheet.pdf
(2) 2-finger scroll

Expected Result:

Document scrolls.

Actual Result:

Document doesn't scroll.

Or sometimes it scrolls really really laggy.

What is the impact to the user, and is there a workaround? If so, what is
it?

Can't scroll (or at least very difficult to scroll) .pdf doc.

Description:
native PDF viewer plugin is largely non-responsive to two-finger vertical scrolling.

The same gesture works fine on web pages, but when viewing a downloaded PDF file, it seeems to ignore my gesture while my fingers are still in contact with the trackpad; it then scrolls just a little once I remove my fingers.



For the "sad mac" face, I seem to get that if I try to scroll using the touchscreen after having scrolled (flung) for a bit using the trackpad.  That could be an unrelated issue.

For "sad mac", I've created separate  issue 617487 .  Let's use this issue just for the "no scroll, only fling" symptom for now.
