What steps will reproduce the problem?
1) Launch chrome open NTP and go to devtools
2) Now open emulated view and select 'Nexus 5X' device from device list and click on more options button and select 'show media queries' ; 'show rulers' ; 'show device frame'
3) Now drag the devtools window from LHS to RHS 
4) Now press 'F1' key from keyboard to open settings and click on 'Restore to default and reload' devtools and repeat step 2 and 3,observe the ruler dimensions upon dragging devtools window from LHS to RHS 

Actual : Ruler dimensions are seen loading after a long delay upon dragging the devtools window from LHS to RHS and vice versa.
Expected : Ruler dimensions should be seen without a long delay after dragging devtools window from LHS to RHS and vice versa.

This is a regression issue broken in 'M-52' and below is the manual regression and Narrow bisect info:
