Regression: Unable to remove locked profile or supervised user from Switch person window.

Issue description

Version: 53.0.2756.0 (Official Build) 9af040a364c15bdc2adeea794e173a2c529a3ddc-refs/heads/master@{#397359} (32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome, Sign in to chrome and from 'People' section in 'chrome://settings' add a supervised user.
2) In parent window, click on avatar icon and select 'Exit and childlock' option.
3) Try to remove locked profile or supervised user from 'Switch person' window and observe.

Unable to remove locked profile or supervised user from Switch person window.

Should be able to remove locked profile or supervised user from Switch person window.

This is a Regression issue broken in M-53, will soon update other info

Adding RB label as this is a recent regression

If a dialog also displays stating why use cannot remove a profile, then this is expected behavior. At least one custodian profile must be unlocked for the user to be able to browse as guest or create/remove a profile.

With response to comment #3: On deleting main user or supervised user no alert dialog box is seen. As alert message is not seen user would not know that atleast one custodian profile should be unlocked to remove supervised user.
