Touchpad still works in tablet mode

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 8350.14.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.19 Safari/537.36
Platform: 8350.14.0 (Official Build) dev-channel veyron_minnie

Steps to reproduce the problem:
1. switch chromebook into tablet mode
2. move finger on touch pad
3. continue moving and clicking finger

What is the expected behavior?
touchpad does nothing

What went wrong?
touchpad tracks and continues to work while in tablet mode

Did this work before? Yes before 52.0.2743.19 

Chrome version: 52.0.2743.19  Channel: dev
OS Version: 8350.14.0
Flash Version: Shockwave Flash 22.0 r0

Can you confirm the chromebook recognized that it was in tablet mode (i.e. the overview button appeared in the shelf)? I'm unable to reproduce on 52.0.2743.32 (Official Build) dev (32-bit) platform 8350.21.1 (Official Build) dev-channel veyron_minnie.

If it does not recognize it's in touchview, can you check whether the accelerometer is updating at https://jsfiddle.net/api/mdn/ ?

It is known that at 90 degrees (portrait orientation) the chromebook cannot tell when it has opened into tablet mode because it detects the lid angle based on accelerometers in the keyboard and screen.
