Long press always causes vibrate

Issue description

OS: Android
What steps will reproduce the problem?
(1) Go to google.com
(2) Long press on an empty part of the web page (i.e bottom right corner)

What is the expected output?
Nothing

What do you see instead?
Vibration

Set value of always_show_context_menu_on_touch in WebSettings

Previous CL forgot to set the value of always_show_context_menu_on_touch.
This CL fixes that.
