Site settings: "Location access is turned off for this device" doesn't go away if I turn on location access.

Issue description

Version: 52.0.2743.8
OS: Android N DP3

What steps will reproduce the problem?
(1) Grant Chrome Location permission and turn on your device's Location Services.
(2) Go to https://maps.google.com/, ask it for the current location, and grant permission to access your location.
(3) Turn off your device's Location Services.
(4) Click the Lock and go to Site settings.
(5) You should see "Location access is turned off for this device".
(6) Pull down from the top of the screen to turn Location back on.
(7) Close the top-of-screen menu.

What is the expected output?
Site settings should no longer show "Location access is turned off for this device."

What do you see instead?
I still see "Location access is turned off for this device."

We probably need to watch for the https://developer.android.com/reference/android/location/LocationManager.html#MODE_CHANGED_ACTION and/or https://developer.android.com/reference/android/location/LocationManager.html#PROVIDERS_CHANGED_ACTION broadcast intents.
