Recent Tab Helper needs to shed the storage-trimming code now that StorageManager is there.

RecentTabHelper has its own early version of storage manager, querying the Offline Page Model for all the saved pages and removing some to limit the amount of storage used. Now that we have real Storage manager, we need to remove some of that logic.
