On Android "style.transform" is slow (compared to Firefox) |

Issue descriptionVersion: 50.0.2661.89 OS: Android 6.0.0; Nexus 7 What steps will reproduce the problem? (1) Go to https://choniong.github.io/3d-touch/ and check `Use "style.transform"` (2) Touch the circle in the middle and keep changing contact area between finger and screen (3) Observe the animation on Circle and Rectangle What is the expected output? Circle animation ("style.transform") should be as smooth as Rectangle ("style.width=..") What do you see instead? Rectangle animation is smooth but Circle animation is lagging. Note: On Firefox both animations are smooth. Discovered by issue 555936 .

Can't seem reproduce with devtools device emulator. Maybe it only works with 3d touch?
